Executive Summary
The Regional Disenfranchised Business Development Project (RDBDP) is a publicprivate partnership between the Northern California Black Chamber Presidents Association (NCBCPA) and 3C Capital Fund, Inc. (3CCF) to RESTORE, REBUILD and RETAIN small black-owned businesses after the devastating economic impact of the COVID-19 pandemic and provide assistance for growth and retention.
